Effective by July 6, 2021, the additional Ad Hoc Approver purchasing control described below will be eliminated, returning to the prior workflow.
We are asking units to closely review purchases to ensure that they are truly required and that purchasers have taken advantage of opportunities to reduce the cost of required purchases. Effective June 1, 2020, an additional purchasing control is required for non-research (excludes entity 05) purchases greater than $100K. These are the pertinent points relating to the change:
- The approver, the person with the highest level of budgetary authority, must review and approve these large purchases in the PantherExpress System.
- If the new level of approval involves adding PantherExpress System access and additional permissions, training will not be mandatory for the person with the highest level of budgetary authority.
